Datuk Huan Cheng Guan's Election Manifesto for Bukit Gelugor By-Election May 25th 2014

MOVING PENANG FORWARD TOGETHER

Penang has enjoyed much freedom, peace, and development but there are still many challenges before us. Since Pakatan took over, various problems such as worsening traffic congestion, lack of low-cost housing, increase in water tariffs thrice in a year, sale of state land, water pollution, etc. until our quality of life is now worsening. As a true Penang ‘lang’ born, bred and educated in Penang, I hope to serve Penangites and voters in Bukit Gelugor in various capacities. Here is my manifesto:

FIGHT AND ERADICATE CORRUPTION IN BARISAN NASIONAL AND PAKATAN RAKYAT

As an independent candidate of a non-partisan political party, I pledge to intensify the fight against corruption in BN and PR  in public and private sectors via strict laws restricting public officials and their families from doing business directly or indirectly.

SET UP THREE SERVICE CENTRES IN BUKIT GELUGOR (SERI DELIMA, AIR ITAM AND PAYA TERUBONG)

To fulfill the faith and and trust voters have placed in me, if elected,  I will set up three service centres  to serve the Bukit Gelugor constituents. These centres will be manned by trained staff who will attend to their needs, problems and concerns  and escalate the issues to me after which I will direct them to take further action. I will also lobby for more funds to upgrade the community parks/halls and will plan regular meetings/events to improve social cohesion.

WAR AGAINST CRIME AND SOCIAL PROBLEMS

I will work closely with the Police, Rukun Tetangga, RELA, PPS, CP, PKS and other agencies in combating crime especially in Bukit Gelugor parliamentary constituency.  Funds will be sourced to upgrade the skills and equipment of Rukun Tetangga, RELA, PPS, CP and PKS.

APPEAL FOR FEDERAL FUNDS FROM VARIOUS MINISTRIES

If elected as MP of Bukit Gelugor, I pledge to liaise with federal agencies to bring in more funds to develop Penang, especially to the Bukit Gelugor constituency. I will not be like Lim Guan Eng who often cites lack of funding as a reason for non-implementation of policies and yet can implement high salary increases for councillors and state assemblymen in Penang.

AUDIT OF STATE LAND

Pakatan Rakyat took over Penang, a lot of state land has been sold. I will execute a thorough audit of state land to ensure Penangites are aware of state assets and disclose all necessary information for maximum accountability.

LOBBY FOR AFFORDABLE LOW-COST HOUSING

I will lobby and try to implement more low -cost housing projects on Penang Island (especially in Bukit Gelugor constituency) @ RM75k for new units. Currently, unscrupulous developers have slapped add-ons on low-cost units until the final price paid can be up to 180k making house ownership a very heavy burden to the poor.

ENSURE STRICT ENFORCEMENT OF DEVELOPMENT POLICIES AND HEAVIER PENALTIES

To arrest the worrying trend of indiscriminate hill slope development and/or projects that affect the living heritage and natural environment of Penang including marine life and contamination of our seas, I will ensure strict enforcement of laws via heavy penalties. I will take action to rejuvenate dead rivers in Penang and prevent further contamination of our beaches and seas.

RESOLVE TRAFFIC CONGESTION VIA A WORKABLE TRANSPORT MASTER PLAN

I will work towards resolving traffic congestion issues in the Bukit Gelugor Parliamentary constituency so that we no longer have to waste time in traffic jams.

IMPROVE AND UPGRADE FLATS, MARKETS AND AMENITIES

 I will source for funds to upgrade and refurbish flats and markets in the Bukit Gelugor Constituency, some of which are in very bad conditions. I will work closely with Residents' Associations and other related committees.

Give me a chance to give you my best because I believe my previous experiences, professional expertise, abilities, skills, and understanding of Penang's issues will position me as a MP who will speak without fear or favour on all your behalf.
