PPS: From the Parade to Police Headquarters *updated*

Of late, PPS of Penang has been making headlines and rounds in kopi tiam discussion. Today, after they participated in the Merdeka parade at Esplanade, they had to report at the the PDRM Ibu Pejabat Daerah Timur Laut at Patani Road.

At the start of the parade...PPS thought all was well despite warnings from IGP and Deputy Home Minister. Happily, they paraded in full uniforms.



Who says our police are not good at what they do in maintaining law and order? Soon, they zoomed in.




They were all whisked off to the Beach Street Police Station...




Even the FRU were there to help...


Then they were transferred to Patani Road IPD Timur Laut...





This is what happens when citizens defy lawmakers and IGP of Malaysia. Look at the faces of PPS members. Are they worried at all? Seems like some of them are very happy with smiles on their faces!



It is no laughing matter. Laws are made to be obeyed - not defied.

And when the police do their work, DO NOT COMPLAIN.

Some 250 members of the Penang Voluntary Patrol Team or Pasukan Peronda Sukarela (PPS) have been hauled up by the police as soon as they finished their march-past for the Penang Merdeka celebrations in Penang Esplanade.

The 250 members, all wearing their trademark purple vests have been brought to the Lebuh Pantai police station before being taken to the Northeast district police headquarters for further action.

Northeast district police chief ACP Mior Faridalatrash Wahid confirmed the incident and said they were being investigated under the Societies Act 1966.

Last week, the Registrar of Societies (RoS) had declared the Penang’s voluntary patrol unit (PPS) as an unregistered body.Its director-general, Mohd Razin Abdullah, was reported as saying that the unit is an unlawful one.

“PPS has violated Section 41 of the Societies Act 1966, ” he had said in a brief statement.
On the police side, Inspector-General of Police Tan Sri Khalid Abu Bakar said the force had received a letter from the Registrar of Societies that the unit was an unregistered body.

He said police would investigate the patrol unit in a thorough manner.

It was learnt that the Penang police have received instructions to arrest all PPS members today.
A team of the police Federal Reserved Unit (FRU) have also been stationed at the Lebuh Pantai police station.

Yesterday, Chief Minister Lim Guan Eng at a PPS event in Komtar was reported as saying that the PPS should not be afraid of police action and the state would provide all the necessary assistance including legal help to them should they be arrested.

He said that PPS should continue with its services with the backup of the state government to ensure that Penang is safe through the state-run body’s commitment in assisting police in patrolling the streets in crime prevention.

The controversy surrounding PPS started when its members allegedly assaulted a 51-year-old businessman in Air Itam on Aug 18.

Several individuals also lodged five separate reports against the PPS over the abuse of power by the unit members.



The Star says over 150 pps members have been arrested.

GEORGE TOWN: Some 150 Penang Voluntary Patrol (PPS) unit members were escorted to the Beach Street police station soon after they took part in a state-level Merdeka procession here.
 
It is learnt that the group will be sent to the George Town police district headquarters to records their statements.
The group of PPS members marched past the VIPs during the celebration in Esplanade at 10.10am Sunday.
 
As soon as they reached the state legislative assembly in Light Street, about 50 policemen then escorted them to the police station. 
There is currently a strong police presence guarding the Beach Street police station, and several police trucks were also seen parked outside. 
Several elected representatives were also seen there.
 Police sources said 154 PPS members, including seven women, were picked up soon after the procession. 
Police also seized purple vests, membership cards and other items. 
State executive councillor Phee Boon Poh said he would leave it to their legal team to handle the issue.

About 250 members of Penang's Voluntary Patrol Unit (PPS) were arrested during the state-level Merdeka celebrations in George Town this morning, hours after Datuk Seri Ahmad Zahid Hamidi advised Chief Minister Lim Guan Eng not to challenge the police on the legality of the organisation.

The PPS members were stopped by the police immediately after they had participated in the official march-past, as part of the annual parade for the celebrations at the Padang Kota Lama about 10.15am.

They were taken to the nearby Lebuh Pantai police station for questioning. Police had the station cordoned off and guarded by the Federal Reserve Unit.



Zahid, who is the home minister, yesterday said as stated by the Registrar of Societies and the Inspector-General of Police (IGP) Tan Sri Khalid Abu Bakar, PPS was not a legal organisation as it had not been registered.
"We welcome initiatives to look after community safety but not by challenging the authorities.

"If there are parties wanting to assist and cooperate with police, put in the proper proposal and not by challenging the competence of parties responsibility for safety."

Ayer Itam assemblyman Wong Hon Wai said the police team were waiting for the PPS members at the tail-end of the parade. He said the arrests went on without any untoward incident.

IGP Khalid was on Friday quoted by Bernama as saying that PPS had appeared to stray from its objective when it was established four years ago, that is to serve the community. – August 31, 2014.

More than 200 Penang volunteer patrol unit (PPS) members were arrested and hauled to the Beach Street police station after they marched in the Merdeka parade here this morning.



In the 10am incident, the PPS members, clad in their signature purple vests, were one of the contingents participating in a march past for the Merdeka Day celebration parade at the Esplanade.

It is learnt that the group was escorted to the nearby police station immediately after they finished their march past.

When contacted, Bayan Baru MP Sim Tze Tzin said the parade was still ongoing with other contingents yet to pass when the PPS members were led to the police station.

“There was heavy FRU presence at the area this morning where they were guarding the front of the Beach Street police station,” he said.

He said the PPS members were herded to the police station and later led to a police bus behind the station.



“I believe they will be taken to the George Town police headquarters in Jalan Patani. This is outrageous!” Sim said.

Northeast district police chief ACP Mior Faridalatrash Wahid confirmed the incident and said the PPS members were being investigated under the Societies Act 1966.

The PPS has been in the limelight recently after a 51-year-old man lodged a police report alleging that two PPS members had beaten him up.

The duo lodged police reports in return to deny the allegations and claimed the man had attacked first.

This issue led to an uproar with Barisan Nasional leaders urging for the unit to be disbanded with Malay rights group Perkasa lodging police reports urging the police to investigate the unit’s activities.

Earlier this week, Inspector-General of Police Tan Sri Khalid Abu Bakar said the police was investigating PPS under Section 41 of the Societies Act as it is not registered with the Registrar of Societies (RoS).

He warned that the volunteers will be arrested if they continued with PPS activities.

Deputy Home Minister Datuk Dr Wan Junaidi Tuanku Jaafar also reportedly said police have information that the unit had acted like vigilantes.

He said PPS must be stopped from the beginning before “they go out of control” while adding that no state government is allowed to form its own standing army or police force.

The state government subsequently defended the unit, with the Penang chief minister saying they would offer legal assistance to the unit members and defend them if they were “wrongly arrested” for participating in PPS activities.

PPS was formed by the state government in May 2011 to assist the public in all situations including directing traffic, in times of disaster and to patrol the streets as a preventive measure against crime.

Currently, there are more than 9,000 PPS members in the state and the members have all undergone various courses that include first aid and disaster management. (The Malay Mail)
